The Global Offset Database covers 10 years of offset transaction up to the end of 2017, including contracts signed before 2007 but which commended later. The information has been compiled from analysis of data provided by SIPRI, and from CTO’s own extensive in-house archive.
Our table is divided into four colour-coded sections:
· Regional distribution by supply country
· Manufacturer
· Buyer
· Completion of contractual obligation
Some deals are surprising. Kyrgyzstan, for instance, signed an offset commitment with India in 2011. A manufacturer in Belarus signed an industrial participation contract with Vietnam in 2013.
The terminology is unavoidably inconsistent. Each country applies its own definition to offset, industrial participation, industrial cooperation, local content, and so on. These designations should often be regarded as broadly similar. Where the designation is “countertrade”, the implication is that counter-purchase or barter was agreed as a form of payment.
